Not only does Boychuk reveal the 1941 Ogdensburg Treaty created on a napkin by FDR and signed my Mackenzie King, the first time around; you may very much want to know an official document was re-created in 1947 ‘THE DAY BEFORE OIL WAS DISCOVERED IN ALBERTA!’
(I’m guessing there is a difference between public awareness announcements and actual findings of oil in AB according to the history of oil there…)

Two days of exploratory, secret staff talks began in Washington on 11 July. The Canadians, in response to questions concerning the use of U.S. troops to defend Canada, opposed stationing American troops in Canada except under an immediate threat of an Axis invasion. No other issue of substance emerged, and no conclusions were reached…
Roosevelt’s contingency plan for that unhappy possibility occurred when he and Canadian Prime Minister William Lyon Mackenzie King journeyed to Ogdensburg, New York, on 17 August 1940 and, following two days of intensive discussions, announced the immediate formation of the Permanent Joint Board on Defense (PJBD). Composed of an equal number of mostly military representatives from both countries, the board would study mutual defense problems relating to the northern half of the Western Hemisphere.’
Eight days after the Ogdensburg Agreement was issued, members from the two countries assembled at the Canadian capital, Ottawa, for their first meeting.
Yet, within six weeks President Roosevelt and Prime Minister King met at Ogdensburg and announced the formation of the PJBD. That Canadian-American defense arrangement came not from the staff talks but from changes in the Anglo-American defense posture…
Roosevelt’s quick move to establish military ties with Canada coincided with the prime minister’s willingness to repeat his statement on the fleet. Although Canadian-American military staff talks had not resumed after the initial discussions concluded on 12 July, Roosevelt’s desire for a military understanding with Canada was reinforced by a written report stating that the Canadians would welcome a defense agreement with the United States.
Canadians no longer believed that closer Canadian-American ties would hurt Canada’s relations with Britain, wrote Ambassador Moffat. Rather, many believed that better relations with the United States would result in closer Anglo-Canadian-American cooperation…

As for Canadian-American relations, the president indicated a need for the formation of a permanent joint board consisting of representatives of both countries to study the problems of mutual defense in the northern half of the Western Hemisphere. Most of the representatives would come from the services, although some civilians would participate.
King asked what importance Roosevelt had attached to the word “permanent.” The president replied that it would apply not only to the present situation but also to future Continental defense. The prime minister readily agreed that the board should be permanent. Roosevelt stressed the importance of a joint military board in order to coordinate defenses for an attack against the northeast Canadian coast, “where sudden attack was very likely.”

Yes! I saw this interview and I passed it on to my daughter who is confused about Alberta's oil industry as well as WHY President Trump thinks Canada needs some help.
